Statement on the Report of the International Fact-Finding Commission on Sudan<\/span><\/h1>\n

The Sudan Founding Coalition issues this statement in response to the report of the International Fact-Finding Mission. In this regard, the Founding Coalition reaffirms its full readiness to cooperate with all mechanisms concerned with the human rights situation in Sudan, including the International Fact-Finding Mission on Sudan. It also reaffirms its commitment to respecting international human rights law and international criminal law.<\/span><\/h1>\n

Accordingly, the Founding Coalition would like to offer the following observations on the report:<\/span><\/h1>\n

First: The report is marred by various shortcomings, as it relied on remote testimonies and interviews conducted outside the scene of the events and violations, without direct on-site inspections, which contravenes well-established international rules of investigation, which require physical verification at the site. The most serious flaw in the report lies in its drawing of definitive conclusions regarding tragic atrocities and crimes on the ground without conducting a direct on-site investigation at the scene of the events. On-site inspection is not a mere formality; rather, it is a fundamental pillar for ensuring the validity of conclusions.<\/span><\/h1>\n

Second: The report systematically ignored the violations committed by the army of the terrorist Islamic Movement and its affiliated militias\u2014violations that have been observed and documented in impartial reports, including the use of internationally banned chemical weapons, which causes the report to lack balance regarding the responsibility of all parties to the conflict and to systematically ignore the documented violations committed by the Islamic Movement\u2019s army and its militias.<\/span><\/h1>\n

Third: The report glossed over the massacres that took place in the cities, villages, and hamlets of Al-Jazirah State, as well as in the cities of Sennar, Al-Suki, Senga, and Al-Dandar, as well as in the neighborhoods of Haj Yousif, Mayu, Al-Salha, and Al-Halfaia in the capital following the entry of the Islamic Movement\u2019s army and its militias, where they carried out ethnic cleansing operations targeting entire villages, including the execution of hundreds of civilians, the destruction of homes and farms, the forced displacement of residents, and the looting of property. These operations provide irrefutable evidence of systematic ethnic cleansing; however, the mission\u2019s report did not address these crimes, raising questions about the report\u2019s impartiality.<\/span><\/h1>\n

Fourth: The report falsely alleged the existence of a transnational network supporting the forces of the Sudan Founding Alliance, enabling the continuation of hostilities and contributing to the fueling of the conflict and violations. It singled out specific countries such as Chad, southeastern Libya, and Puntland (Somalia), the United Arab Emirates, and Colombia. Conversely, it failed to mention other countries known to everyone for their support of the terrorist Islamic Movement\u2019s army, such as Saudi Arabia, Egypt, Turkey, Qatar, Iran, Algeria, and Eritrea. This reveals the report\u2019s clear bias and undermines the balance required for any impartial and transparent international investigation.<\/span><\/h1>\n

Fifth: The report also claims that there are Colombian recruits fighting alongside coalition forces, while failing to mention the military bases of Eritrean forces, Ethiopian Tigray forces, Egyptian forces, and other foreign elements fighting alongside the terrorist army and its allied militias. The report also suffers from fundamental methodological flaws that undermine the soundness of its conclusions, call into question its legal and ethical credibility, and undermine its validity as a basis for any international criminal or political action.<\/span><\/h1>\n

Instead, TASIS alliance calls for a review of the report\u2019s conclusions and believes it is necessary to conduct a direct on-the-ground investigation under international supervision that covers all war zones and hears from all parties without exception, in accordance with international standards. It also calls for expanding the scope of the investigation to include all documented violations committed by all parties, thereby ensuring comprehensive justice.<\/span><\/h1>\n

Since the report fails to meet many of the required objective conditions and standards, the Tas\u2019is Coalition cautions that any report lacking the standards and requirements for a balanced field investigation and the analysis of multiple hypotheses is merely a document in need of review and completion, and is not a definitive source of truth. Consequently, the legal value of the report in its current form remains preliminary and does not meet the evidentiary standards required for judicial proceedings and decisive international actions.<\/span><\/h1>\n
