In its first official statement at this level, the United States said that the Sudanese army had used chemical weapons and demanded that the Port Sudan authorities submit a comprehensive declaration of their chemical program and allow unrestricted international on-site verification and inspections. It also implicitly suggested that Sudan is unfit to remain a member of the organization\u2019s Executive Council as long as it fails to comply with its obligations under the Chemical Weapons Convention.<\/span><\/h1>\n

This came in a statement delivered by the United States before the 102nd session of the OPCW Executive Council, held in The Hague, Netherlands, under the agenda item \u201cAddressing the Threat Posed by the Use of Chemical Weapons (Sudan).<\/span><\/h1>\n

Washington stated that its independent national technical assessments, which were based on \u201crigorous and independent technical analysis,\u201d concluded that the Sudanese military used chemical weapons during 2024 and remained in non-compliance with the Chemical Weapons Convention during 2025, emphasizing that the prohibition on the use of such weapons is \u201cabsolute and non-negotiable\u201d under Article I of the Convention.<\/span><\/h1>\n

In a notable escalation, the U.S. Ambassador to the Organization for the Prohibition of Chemical Weapons (OPCW), Nicole Champain, stated in the U.S. national statement before the same session that the Sudanese military had used \u201cchlorine as a chemical weapon\u201d\u2014the first official U.S. statement to publicly specify the type of chemical substance that Washington accuses the Sudanese military of using.<\/span><\/h1>\n

In a notable escalation, the U.S. Ambassador to the Organization for the Prohibition of Chemical Weapons (OPCW), Nicole Champain, stated in the U.S. national statement delivered at the same session that the Sudanese military had used \u201cchlorine as a chemical weapon\u201d\u2014the first official U.S. statement to publicly identify the specific chemical substance that Washington accuses the Sudanese military of using.<\/span><\/h1>\n

The United States called on the Port Sudan authorities to begin the process of returning to compliance by submitting a comprehensive and accurate declaration to the OPCW Technical Secretariat containing all information regarding chemical facilities and weapons in Sudan, followed by granting immediate, transparent, and unimpeded access to OPCW teams, enabling them to conduct a comprehensive on-site verification.<\/span><\/h1>\n

Washington refused to consider the National Technical Committee formed by the Port Sudan authorities as a substitute for international verification mechanisms, emphasizing that domestic mechanisms do not replace compliance with the Convention or independent verification.<\/span><\/h1>\n

It also clarified that it had not sent any personnel to Sudan to conduct independent investigations, nor had it supervised or directed any internal investigation conducted by the Sudanese committee, noting that it had merely informed the Sudanese authorities of the results of its assessment and urged them to fulfill their international obligations.<\/span><\/h1>\n

The United States affirmed that the continued failure of the military-dominated Port Sudan authority to return to compliance has resulted in new punitive measures, noting that it has already imposed a second round of sanctions under U.S. law due to Port Sudan\u2019s failure to meet the required conditions.<\/span><\/h1>\n

At the same time, it affirmed that it remains willing to work with Syria to resolve this issue, but stressed that compliance with the Chemical Weapons Convention is not an option, but rather an international legal obligation.<\/span><\/h1>\n

In the most pointed part of the statement, the United States asserted that the credibility of the Organization for the Prohibition of Chemical Weapons (OPCW) was at stake, stating that a State Party that has used chemical weapons and failed to return to compliance should not continue to serve on the OPCW Executive Council.<\/span><\/h1>\n

It also called on member states to uphold the integrity of the Chemical Weapons Convention and protect the credibility of the international treaty system, demanding that selection for the Executive Council be limited to states that fully and verifiably comply with all their obligations under the Convention, in a direct reference to Sudan\u2019s current seat on the organization\u2019s Executive Council, which is de facto held by the Port Sudan Authority.<\/span><\/h1>\n

This statement represents one of the strongest U.S. stances toward the Port Sudan Authority regarding allegations of chemical weapons use, which Washington says and which are also documented by numerous human rights reports and international journalistic investigations, indicating that the Sudanese army used them in its war against the Rapid Support Forces. The statement not only reiterated the accusation that the Sudanese army used chemical weapons but also included the first official U.S. identification of the type of chemical agent used\u2014chlorine\u2014 and linked continued noncompliance to the country\u2019s eligibility to participate in the organization\u2019s governance, in a diplomatic escalation that reflects Washington\u2019s insistence on subjecting the Port Sudan authorities to an independent international investigation and fully verifying their compliance with their obligations under the Chemical Weapons Convention.<\/span><\/h1>\n
