font-family: helvetica, arial, sans-serif;\">Rhino: Agencies<\/span><\/h1>\n<h1 style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: helvetica, arial, sans-serif;\">The U.S. Treasury Department imposed a new round of sanctions targeting an Indian company and companies affiliated with the Sudanese military, in response to the use of chemical weapons during the war in Sudan.<\/span><\/h1>\n<h1 style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: helvetica, arial, sans-serif;\">The U.S. Treasury Department, through the Office of Foreign Assets Control (OFAC), that the sanctions were imposed under Executive Order 14098, targeting two Sudanese companies and one Indian company, as well as the executives of the two Sudanese companies, for their involvement in the export and import of chlorine from India, which was used in the manufacture of chemical weapons employed in military operations.<\/span><\/h1>\n<h1 style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: helvetica, arial, sans-serif;\">The sanctions included the Sudanese government-owned Engineering Ports Company Limited, which was taken over by the military following its coup against the transitional civilian government and operates in the construction and civil engineering sector; it is the importer of the chlorine used to manufacture the chemical weapons, as well as the Indian company \u201cSPL Energy Limited,\u201d which specializes in the manufacture of explosives, and Target Multi-Activities Company, a subsidiary of the Sudanese Army\u2019s Military Industrialization Authority, which imported the substance on its behalf.<\/span><\/h1>\n<h1 style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: helvetica, arial, sans-serif;\">The United States also designated Tariq Hussein Muhammad Madani, an army officer working for the Military Industrialization Authority and considered the right-hand man of Lieutenant General Mirghani Idris, the authority\u2019s director, He also serves as the director of Target, alongside Indian businessman Alok Shodhari, the CEO of the Indian chemical export company, which the U.S. Treasury Department confirmed exported these materials to Sudan in 2024 and 2025.<\/span><\/h1>\n<h1 style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: helvetica, arial, sans-serif;\">In January of last year, the United States imposed sanctions on Sudanese Army Commander Lieutenant General Abdel Fattah al-Burhan, following the army\u2019s use of chemical weapons during the war.<\/span><\/h1>\n<h1 style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: helvetica, arial, sans-serif;\">Two U.S. officials told The New York Times that knowledge of Sudan\u2019s chemical weapons program was limited to a small circle within the Sudanese military, adding, \u201cIt is clear that General al-Burhan approved the use of these weapons.\u201d<\/span><\/h1>\n<h1 style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: helvetica, arial, sans-serif;\">In May of last year, the U.S. government imposed additional sanctions on the Port Sudan Authority, including restrictions on U.S. exports to Sudan and limits on financial borrowing, in response to the military\u2019s use of chemical weapons in the ongoing war against the Rapid Support Forces since April 15, 2023.<\/span><\/h1>\n<h1 style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: helvetica, arial, sans-serif;\">The U.S. State Department called on the Port Sudan Authority to immediately acknowledge the use of these weapons and to cooperate fully with the Organization for the Prohibition of Chemical Weapons to ensure that any future use of such weapons is halted.<\/span><\/h1>\n<h1 style=\"text-align: justify;\"><span style=\"font-size: 14pt;
