Report: Center for Resilient Information (CIR)<\/span><\/h1>\n

Pro-Sudanese Armed Forces (SAF) accounts spread hate speech and misinformation about the marginalized kanabi community in Gezira state throughout November. Sudan Witness found that pro-SAF accounts used falsely attributed and fake photos and footage to suggest that residents of al-Kanabi, an informal rural settlement in Gezira, collaborated with the RSF to attack civilians.<\/span><\/h1>\n

Kanabi settlements were established during the 20th century for migrant agricultural workers from Darfur, Kordofan, and West Africa. In recent history, these marginalized communities have faced limited access to housing and education and low wages. In 2020, Dabanga reported that there are nine million Kenabi people in Khartoum, Gezira, Sennar, Blue Nile State and Kassala. In April 2018, Dabanga reported that Sudanese police forcibly demolished large parts of Kombo Aftas, Al Hasahisa and Al Jazeera and arrested <\/span>Kanabi civilians, including women and children, residing there.<\/span><\/h1>\n

The report highlighted a screenshot of a post on X claiming that the Kanabi Congress announced its official support for the RSF, a screenshot of a post on Khartoum 1821 dated August 18, 2023, and a screenshot of al-Sanari’s live broadcast during which he showed the same figure.<\/span><\/h1>\n

Sudan Witness spotted the first signs of a campaign against al-Kanabi in late October. On October 24, a pro-SAF account shared a video of X filmed by an RSF fighter in al-Seriha, Gezira. Sudan Witness verified the footage, which was filmed in the aftermath of the RSF attack on the village. The caption on the video reads<\/span><\/h1>\n

\u201cWith the help of the Kanabi people neighboring the town of Siriha, the man wearing the kadmul and pointing to the mosque is one of the Kanabi people who used to live in the town and among its people.\u201d This means that the fighter filming the video is a Kanabi collaborating with the RSF. The post went viral, garnering more than 119,000 views.<\/span><\/h1>\n

In another example from November 3, a pro-SAF account posted a video on X allegedly filmed by an RSF fighter in Riffa, Jazira, showing a line of people carrying items on their heads and walking in the opposite direction. The post’s caption reads<\/span><\/h1>\n

\u201cThe video shows Kanabi residents looting what’s left of civilian property in the eastern parts of the island. […] The island has been betrayed by the Kenabi neighborhoods, and Khartoum has been betrayed by the slum neighborhoods.\u201d The post was widely shared, garnering more than 115,000 views. Several pro-SAF accounts then falsely claimed that the Kanabi Congress – which represents and demands equal opportunities for Kanabi communities – had formally allied itself with the RSF. The posts also claimed that Jaafar Mohamedin, Secretary General of the Kanabi Congress, issued a statement announcing his support for the RSF.<\/span><\/h1>\n

Fake photos were posted to bolster these allegations. On November 8, a pro-SAF account shared a post with a screenshot of a news article claiming that Mohamadeen had pledged his support to the RSF. Sudan Witness verified that the photo with the caption was actually created by the pro-SAF Facebook page \u201cKhartoum 1821\u201d pro-SAF Facebook page and was first posted on August 18, 2023.<\/span><\/h1>\n

In a Facebook Live broadcast on November 8, Hasbo Dafa Allah al-Senari, a pro-SAF influencer, reiterated the claim: \u201cThe Secretary General [of the Kanabi Congress] announced that he joined the RSF. Fuck Kanabi, […] any [camp] within Jazira, [if] this statement represents you, and you act stupidly, you will be beaten.\u201d Mohamadeen vehemently denied supporting the Sudanese Armed Forces or the RSF, and condemned incitement to violence against the Kanabi people.<\/span><\/h1>\n

He said in a statement on Facebook: \u201cWe in the Kanabi Congress did not issue any statement of support or endorsement for any party. We emphasize that this fabricated statement represents this despicable, cowardly and racist statement broadcast live […] which is part of the vicious campaign waged against the Kanabi people. <\/span><\/h1>\n

We hold responsible for any criminal act against the Kanabi people, and we hold responsible all those who promote sedition and incitement against the Kanabi people. We demand the arrest of the racist Hasabo Dafa Allah al-Sinari and hold him accountable.\u201d<\/span><\/h1>\n

The seemingly coordinated hate speech campaign, bolstered by recycled and misleading content, increases the risk of violence and retaliation against an already vulnerable community. By attributing RSF abuses to the Kanabi and other groups in the country and labeling them as collaborators, these narratives put marginalized communities at risk of ethnic violence and arbitrary arrests.<\/span><\/h1>\n

On December 15, Sudan War Monitor reported that the Kanabi Conference stated that the SAF had attacked the Sheba Wad Hamed camp in the Manaqil locality of Gezira on December 4 \u201cunder the influence of hate speech,\u201d and Radio Dabanga broadcast a call with Mohamedain on December 15 in which he accused allies of the SAF of killing 70 Gezira residents. At the time of writing, Sudan Witness has not verified these allegations.
