More than half of the population of this country of 50 million people is suffering from severe hunger, and it is estimated that hundreds die from hunger and related diseases every day.<\/span><\/h1>\n

But life-saving international aid, such as cooking oil, salt, grains, lentils and more, is not reaching the millions who need it most. Among them is Raos Fleg, a 39-year-old mother of nine.<\/span><\/h1>\n

She lives in a sprawling camp for displaced people in the Buram area of South Kordofan state, where she fled fighting sparked by the outbreak of war between the Sudanese army and the Rapid Support Forces (RSF).<\/span><\/h1>\n

Since she landed in the camp nine months ago, UN food aid has only arrived once, in May. She said her family’s ration ran out within ten days. The camp, home to an estimated 50,000 people, is located in an area run by local rebels who control about half of the state. Aid officials say the Sudanese army does not allow most aid to reach the area because it prevents it from crossing from areas under its control.<\/span><\/h1>\n

So after dawn each day, Raous and other emaciated women in the camp make the two-hour trek to a nearby bush to collect leaves. On one occasion, a number of them ate dried leaves to satisfy their hunger. Upon returning to the camp, the women cooked the leaves with tamarind seeds to soften the bitter taste.<\/span><\/h1>\n

For Raous and thousands of others in the camp, this porridge is the staple meal. But it’s not enough to keep them fed. Doctors in the camp say some have starved to death. Raous’ mother was one of them.<\/span><\/h1>\n

\u201cI came here and had nothing to eat,\u201d she said. \u201cThere are days when I don’t know if I’m alive or dead.<\/span><\/h1>\n

There is a well-developed global system to monitor and address hunger in vulnerable settings. It consists of United Nations agencies, non-governmental relief organizations and Western donor countries, led by the United States. They provide the technical expertise to identify hunger zones and provide billions of dollars in funding each year to feed those in need.<\/span><\/h1>\n

Sudan is a stark example of what happens when the last critical stage of this interlocking system, the delivery of food to the hungry, breaks down. This exposes the system’s fragile assumption that governments in famine-stricken countries will welcome aid.<\/span><\/h1>\n

Sometimes, in Sudan and elsewhere, governments and warring parties prevent key aid providers, including the World Food Program, the UN’s main food relief arm, from delivering food to the hungry. Sometimes these organizations are unable or afraid to act.<\/span><\/h1>\n

In August, the Integrated Food Security Phase Classification, a leading mechanism for monitoring world hunger, reported that the war in Sudan and restrictions on aid delivery had caused famine in at least one place, in North Darfur state, and that other areas of the country could suffer from famine.<\/span><\/h1>\n

Earlier, the classification announced that nine million people, nearly one-fifth of Sudan’s population, are living in a food emergency or worse, meaning that immediate action is needed to save lives.<\/span><\/h1>\n

It was only the fourth time the classification has issued a famine report since its inception 20 years ago. But despite this year’s dire warnings, the vast majority of Sudanese who desperately need food aid are not getting it.<\/span><\/h1>\n

A major obstacle is that the main provider of aid, UN aid agencies, will not distribute aid without the approval of Sudan’s military-backed government.<\/span><\/h1>\n

Christos Christou, head of Doctors Without Borders, which works in Darfur, said parts of Sudan are without any humanitarian aid and that the UN is \u201cin hibernation.\u201d<\/span><\/h1>\n
