Highlights of the RSF Commander’s letter to the UN Secretary-General to the Secretary-General of the United Nations, which was handed over to UN Special Envoy Ramtane Lamamra<\/span><\/h1>\n

The RSF has implemented the following measures:<\/span><\/h1>\n

1- Measures to deliver humanitarian aid:<\/span><\/h1>\n

Establishing the Sudanese Agency for Relief and Humanitarian Operations (SARHO) to manage humanitarian work in RSF-controlled areas.<\/span><\/h1>\n

Securing and facilitating the delivery of humanitarian aid to the needy in all regions of Sudan.<\/span><\/h1>\n
    \n
  1. \n

    Establish a Humanitarian Aid Coordination Unit under the command of an officer with the rank of Major General to<\/span><\/h1>\n<\/li>\n<\/ol>\n

    Protect humanitarian aid and humanitarian workers.<\/span><\/h1>\n

    Opening and securing border crossings in RSF-controlled areas to facilitate<\/span><\/h1>\n

    the crossing of humanitarian aid and humanitarian workers.<\/span><\/h1>\n
      \n
    1. \n

      Providing more than 160 humanitarian aid convoys by the RSF<\/span><\/h1>\n<\/li>\n<\/ol>\n

      to the needy in our areas of control.<\/span><\/h1>\n

      \u00a0\u00a0\u00a0\u00a0 F- Opening and operating 54 hospitals and health centers in Khartoum State.<\/span><\/h1>\n

      \u00a0 2- Measures to enhance the protection of civilians:<\/span><\/h1>\n

      A- Formation of the Anti-Grave Phenomena Forces to arrest criminals under the command of a Major General.<\/span><\/h1>\n

      The formation of major and minor field courts to prosecute RSF members who commit violations of the law; more than 400 RSF members have been prosecuted.<\/span><\/h1>\n
        \n
      1. \n

        Forming investigation committees to investigate crimes that occurred in RSF-controlled areas<\/span><\/h1>\n<\/li>\n
      2. \n

        Forming investigation committees for the crimes that occurred in RSF-controlled areas.<\/span><\/h1>\n<\/li>\n
      3. \n

        Conducting a number of tribal reconciliations in RSF-controlled areas.<\/span><\/h1>\n<\/li>\n
      4. \n

        In coordination with the International Committee of the Red Cross (ICRC), more than<\/span><\/h1>\n<\/li>\n<\/ol>\n

        1000 prisoners.<\/span><\/h1>\n
          \n
        1. \n

          Opening safe corridors for the exit of civilians in conflict areas.<\/span><\/h1>\n<\/li>\n
        2. \n

          Assisting civil administrations formed in RSF-controlled areas<\/span><\/h1>\n<\/li>\n<\/ol>\n

          in providing services and enforcing the law.<\/span><\/h1>\n

          1. \n

            In coordination with the International Committee of the Red Cross (ICRC), the Human Rights<\/span><\/h1>\n<\/li>\n<\/ol>\n

            and International Humanitarian Law in the RSF held training courses in<\/span><\/h1>\n

            International Humanitarian Law for our personnel in El Geneina in February 2024.<\/span><\/h1>\n
              \n
            1. \n

              Publish standing orders and periodic command orders regarding the prevention of child recruitment.<\/span><\/h1>\n<\/li>\n<\/ol>\n

              and adherence to the rules of engagement in military operations and rules of conduct.<\/span><\/h1>\n
                \n
              1. \n

                The Human Rights and International Humanitarian Law Consultancy of the Rapid Support Forces<\/span><\/h1>\n<\/li>\n<\/ol>\n

                monitors and verifies the extent of the RSF’s commitment not to<\/span><\/h1>\n

                recruiting children.<\/span><\/h1>\n

                3- Humanitarian Obligations<\/span><\/h1>\n

                (1) During military operations, the RSF shall facilitate the safe passage of personnel and supplies and refrain from targeting assets and humanitarian workers.<\/span><\/h1>\n

                (2) Ensure the security of humanitarian actors’ premises, assets and facilities.<\/span><\/h1>\n

                (3) Ensure safety and security in areas of humanitarian operations and humanitarian access routes.<\/span><\/h1>\n

                (4) Ensure accountability for those responsible for restricting access, targeting humanitarian workers, and looting assets and facilities<\/span><\/h1>\n

                (5) The Sudanese Agency for Relief and Humanitarian Operations (SARHO) shall designate focal points in its area of responsibility (RSF-controlled areas) to facilitate the procedures and movements of humanitarian operations.<\/span><\/h1>\n

                (6) SARHO shall standardize and expedite the administrative procedures for obtaining a license for humanitarian activities.<\/span><\/h1>\n

                (7) Without prejudice to the principles of independence and impartiality in the work of UN organizations, SARHO works with humanitarian actors to coordinate humanitarian operations, including conducting technical surveys and identifying beneficiaries, areas and basic needs in accordance with accepted technical procedures.<\/span><\/h1>\n

                (8) Implement measures in line with the principles of joint action to ensure the security of humanitarian workers, facilities and assets to enable humanitarian partners to re-establish their presence in RSF-controlled areas.<\/span><\/h1>\n

                (9) Identify measures to establish safe corridors on RSF-controlled roads and areas for the delivery of humanitarian assistance.<\/span><\/h1>\n

                4- Obligations to protect civilians<\/span><\/h1>\n

                (1) Take the necessary measures to allow civilians, including refugees, to leave safely to the destination of their choice. Civilians who choose to remain shall be protected in accordance with the principles of international humanitarian law.<\/span><\/h1>\n

                (2) Take the necessary measures to stop all attacks on civilian infrastructure, including health facilities, water stations, markets, communications facilities, and displacement camps, and hold violators accountable.<\/span><\/h1>\n

                (3) Take measures along the chain of command to stop conflict-related sexual violence, abduction of civilians, recruitment of child soldiers, gender-based violence and human rights violations and hold violators accountable without delay.<\/span><\/h1>\n

                (4) Protect objects, facilities and assets essential to the survival of civilians, taking this into account in military planning to minimize civilian suffering.<\/span><\/h1>\n

                (5) Do not recruit children and facilitate the release of children associated with armed groups, treating them primarily as victims.<\/span><\/h1>\n

                (6) Warn the civilian population of impending military operations.<\/span><\/h1>\n

                (7) Take the necessary measures to avoid any checkpoint practices that may aggravate the situation of persons with special needs, lead to family separation or affect the well-being of children.<\/span><\/h1>\n

                (8) Hold accountable those who engage in prohibited behaviors such as looting, humiliation or degrading treatment, ethnically motivated retaliation, physical assaults, and conflict-related gender-based and sexual violence.<\/span><\/h1>\n

                (9) Instruct forces at checkpoints to allow the unimpeded movement of civilians to safer areas, markets and agricultural fields.<\/span><\/h1>\n

                (10) Take the necessary measures to ensure that troops have the appropriate knowledge to avoid acts of gender-based violence, including conflict-related sexual violence.<\/span><\/h1>\n

                (11) Refrain from arbitrary arrests and (unlawful) detention of civilians and observe humane treatment of detainees, including access to necessary medical care.<\/span><\/h1>\n

                (12) Ensure that detained persons are protected from torture and ill-treatment, without any discrimination on the basis of ethnic, tribal or religious background, gender or political affiliation.<\/span><\/h1>\n

                  Demands made to the Secretary-General:<\/span><\/h1>\n<\/li>\n<\/ol>\n

                  The UN should adopt an urgent humanitarian emergency response program similar to the<\/span><\/h1>\n

                  \u00a0 Lifeline program to save the Sudanese people from famine.<\/span><\/h1>\n

                  B- Establishing a joint high-level mechanism between the RSF and the UN to follow up on<\/span><\/h1>\n

                  measures and commitments related to humanitarian aid and protection of civilians<\/span><\/h1>\n

                  and explore operational challenges and implementation gaps and work to fix them.<\/span><\/h1>\n
                    \n
                  1. \n

                    Utilize all border crossings in RSF-controlled areas to ensure<\/span><\/h1>\n<\/li>\n<\/ol>\n

                    The rapid flow of humanitarian aid to those in need, for example<\/span><\/h1>\n

                    Adri crossing.<\/span><\/h1>\n
                      \n

                      Appointing a UN humanitarian coordinator in RSF-controlled areas<\/span><\/h1>\n<\/li>\n<\/ol>\n

                      In order to strengthen coordination and enhance cooperation and communication.<\/span><\/h1>\n
                        \n

                        Cooperation in training and capacity building for humanitarian actors, both civilian and military.<\/span><\/h1>\n<\/li>\n<\/ol>\n

                        and military.<\/span><\/h1>\n

                          Adopt measures that include the repair and operation of water and electricity plants and health facilities.<\/span><\/h1>\n<\/li>\n
                        2. \n

                          Activate mine action measures.<\/span><\/h1>\n<\/li>\n

                          Urge the UN Security Council to adopt a resolution to suspend Sudan’s membership in the United Nations<\/span><\/h1>\n<\/li>\n<\/ol>\n

                          United Nations because there has been no legitimate government in the country since the coup d’\u00e9tat of 25 October<\/span><\/h1>\n

                          2021 and the subsequent constitutional collapse due to the war of 15 April 2023.<\/span><\/h1>\n
                            \n
                          1. \n

                            Urge the UN Security Council to adopt a draft resolution prohibiting the use of aircraft<\/span><\/h1>\n<\/li>\n<\/ol>\n

                            in areas not witnessing military operations.<\/span><\/h1>\n
                              \n
                            1. \n

                              Urge the UN Security Council to adopt a resolution criminalizing the denial of Sudanese<\/span><\/h1>\n<\/li>\n<\/ol>\n

                              access to identity documents such as passports and birth certificates on the basis of<\/span><\/h1>\n

                              ethnicity, geography, religious or political affiliation.<\/span><\/h1>\n
                                \n
                              1. \n

                                Urge the UN Security Council to adopt a resolution criminalizing the withdrawal and confiscation of<\/span><\/h1>\n<\/li>\n<\/ol>\n

                                bank balances and personal property, and denying citizens access to telecommunications<\/span><\/h1>\n

                                and the Internet on a regional, political or ethnic basis.<\/span><\/h1>\n

                                He stressed his readiness to continue discussions and joint co-operation to facilitate the delivery of humanitarian aid and enhance the protection of civilians.<\/span><\/h1>\n
