Rhino: Follow-up – The Prime Minister of the Transitional Government of Peace, Mohammed Hassan Al-Taishi, inaugurated the North Darfur State Police Headquarters in El Fasher, alongside Interior Minister Dr. Suleiman Sandal and Director General of the Police Force Major General Bashir Adam Issa. This step aims to strengthen security and police institutions, reactivate law enforcement agencies, and protect civilians as part of the government’s efforts to restore services and stability in the city.
Addressing police officers, noncommissioned officers, and soldiers, Al-Taishi emphasized that building a professional and competent federal police force is one of the cornerstones of the Peace Government’s project to establish a civil state based on the rule of law, the preservation of human dignity, and the protection of citizens’ rights.
He explained that the government accords the highest priority to the development of the police, given its direct role in protecting civilians and enforcing the law, stressing that security and stability cannot be achieved without a police force that is professionally competent, well-trained, qualified, and capable of performing its duties independently and responsibly.
Al-Ta’ayashi announced the government’s commitment to providing for the basic needs of the police force, including training, qualifications, equipment, uniforms, salaries, and financial benefits, noting that the inclusion of police personnel in Chapter One of the budget is a priority in the financial arrangements the government is working on.
He said that the Peace Government’s focus on the police is part of building a new security system that differs from previous practices and places the protection of civilians and respect for the law and justice in dealing with citizens at the forefront of its responsibilities.
He emphasized the need for an institutional transformation in the nature of police work, so that the police become a safeguard for the civil state and society, with special attention given to protecting women, children, and the most vulnerable groups, and ensuring respect for the rights, freedoms, and dignity of citizens without discrimination.
The Prime Minister affirmed that restoring normal life and resuming the operations of state institutions and essential services is a priority for his government, explaining that the Cabinet meeting held in El Fasher was intended to reaffirm the government’s commitment to rebuilding the city and restoring the operations of its service, security, and judicial institutions.
In a message to the residents of El Fasher, Al-Taishi affirmed that the state’s federal police forces are ready, as he announced, to protect citizens and their property and to facilitate the return of displaced persons and refugees to their homes, noting that the police are prepared to assist in preparing neighborhoods and homes to welcome those returning.
He issued a direct call to citizens who left El Fasher due to the war to return to the city, emphasizing that the government is working to provide protection and basic services and to create the necessary conditions for a return to normal life.
Al-Taayshi emphasized the rejection of any discrimination among citizens based on tribal, ethnic, or social affiliation, calling on police personnel to abide by the law, respect human dignity, and take into account the needs of vulnerable families and the most fragile communities.
Addressing the police forces, he said that the government would stand by them in providing all the necessary resources for their work, in exchange for a clear commitment to protect civilians and treat them fairly and professionally, stressing that respect for citizens’ rights is a principle that must not be compromised.
For his part, Interior Minister Dr. Suleiman Sandal described the opening of the North Darfur Police Headquarters and the Prime Minister’s visit to El Fasher as a historic event that reflects the Peace Government’s commitment to rebuilding institutions and restoring stability in the city.
Sandall explained that the visit comes as part of the commemoration of the anniversary of the Sudan Founding Coalition (Tasis) forces’ takeover of El Fasher, noting that the government chose to hold the Cabinet meeting in the city to underscore the ongoing efforts toward reconstruction and recovery, despite the destruction and losses left in the wake of the war.
The Minister of the Interior affirmed that the Peace Government is moving forward with reactivating security and service institutions and consolidating stability, noting that the reactivation of the police represents a fundamental step toward restoring normal life and strengthening the protection of citizens.
For his part, Director General of the Police Forces Major General Bashir Adam Issa expressed his appreciation for the Prime Minister’s visit and that of the government delegation to the North Darfur Police Headquarters, welcoming the presence of government leaders among the officers, noncommissioned officers, and soldiers, and emphasizing the importance of the visit in supporting the police institution and strengthening its role in the coming phase.
The opening of the police headquarters is part of a series of government activities in El Fasher, which included a Cabinet meeting and the reopening of the Children’s Hospital, as part of a stated effort to rehabilitate public institutions and resume essential services.
Developing police capabilities and meeting their operational needs represent one of the main challenges facing efforts to restore security and stability, given the need to ensure the protection of civilians and the rule of law, and to create the necessary conditions for the safe and voluntary return of displaced persons and refugees to the city.
