Alaa Nugud: Port Sudan’s Health Ministry Has Not Provided Any Services to Peace Government Areas

Dr. Alaa al-Din Nugud, Minister of Health in the Peace Government, denied the statements made by his counterpart in the Port Sudan government, Haitham Muhammad Ibrahim, regarding his ministry’s management of health services in the areas controlled by the Peace Government in Kordofan and Darfur.

The Minister of Health in the government of Kamel Idris had stated at a press conference that medical facilities and health services had resumed operations across Sudan at a rate of approximately 75%, including health facilities in the Darfur and Kordofan regions, with the exception of areas experiencing direct fighting. He explained that these facilities operate under the direct supervision of the Ministry of Health and are managed either by state health ministries or partner organizations, emphasizing the Ministry of Health’s authority over health services nationwide.

Dr. Alaa al-Din refuted these allegations in statements to “Radio Dabanga” on this matter, saying in his response: “This talk is completely baseless in every respect. Neither the ‘Burhan Criminal Health Ministry’ nor the ‘Army Health Ministry’ has provided—or ever provided—any services to the areas under the Peace Government throughout the years of war, not just now.”

He added: “When we arrived in the interior, the media began reporting on the policy of racial discrimination pursued by the army in providing services and depriving the areas under the Peace Government of them, and the government’s announcement; after August 2025—specifically after all these shortcomings were exposed—and under pressure from the Red Cross, the National Dialysis Center sent 500 dialysis treatments to Darfur (Nyala), which were specifically sent to the Turkish Hospital.”

Nakad pointed out that this move carried political significance, noting that at that time the “Army Minister of Health” was meeting with the Turkish ambassador in Port Sudan, and continued: “I believe that for this reason—and under pressure from the media, to falsely portray that the military remains in control—this shipment was sent. We received it from the Red Cross and distributed it to the dialysis centers at the Specialized Hospital and the Turkish Hospital.”

Nugud emphasized that the Ministry of Health in the “Foundation” government is working to provide health services exclusively through the “Ministry of Health of the Transitional Peace Government” and the health departments in the various regions under the existing civil administrations, via a hybrid management system that combines the newly established structure (the Ministry of Health of the Peace Government) with the previously existing structure (the health departments within the civil administrations).

He noted that coordination is taking place through the Ministry of Health of the Government of Peace with international organizations such as the World Health Organization (WHO), UNICEF, the International Committee of the Red Cross (ICRC), the Office for the Coordination of Humanitarian Affairs (OCHA), and others, concluding by saying: “Neither the Army Health Service nor its minister nor its administrators have any role in this.
