Sources from the Sudanese Founding Alliance, which intends to form a government outside areas controlled by the army, said that the next few days will see the formation of the new authority’s three levels (government, presidential council, and legislative body – parliament.
The sources, who requested anonymity, said that the leadership body, whose formation was recently announced, headed by Lieutenant General Mohamed Hamdan Daglo, commander of the Rapid Support Forces, will consist of 31 members and will work to implement the constitutional commitments agreed upon in the transitional constitution, foremost among which is the formation of the new authority structures at its three levels. This step is expected to be announced within days.
After months of consultations, the components of the coalition, known as “TASIS” endorsed the selection of Rapid Support Forces commander Mohamed Hamdan Daglo (Hemedti) as chairman of the coalition’s leadership committee and Sudan People’s Liberation Movement leader Abdelaziz Adam al-Hilu as his deputy.
According to sources, the announcement of the leadership council members will be made in Nyala, the capital of South Darfur state, which is widely expected to be the seat of the new authority.
Leadership body:
A leading source in the “TASIS” coalition told Asharq Al-Awsat that the leadership body of “TASIS” coalition consists of 31 members representing the heads and leaders of military factions and political parties, in addition to civil forces that have signed the political charter and transitional constitution.
He explained that the coalition’s leadership body will oversee the formation of three temporary committees, namely the Foreign Relations Committee, the Political Communication Committee, and the Humanitarian Affairs Committee, and that the aim of their formation is to support the executive body and not to compete with it in performing its tasks.
The leadership body has the right to form any other committees to perform specific tasks. The source added that the tasks of the leadership body, in addition to forming the government, include setting general policies, plans, and programs in accordance with what was agreed upon in the basic charters, as well as supervising political activities.
The basic system of the “Foundation Alliance” stipulated, in addition to the selection of Hemidti as head of the leadership body and Al-Hilu as his deputy, the appointment of Dr. Alaa Al-Din Nugod as the official spokesperson for the alliance and Makin Hamid Tirab as rapporteur to conduct the work of the leadership body.
The leadership source said that the alliance is “very close” to forming the government. The planned government is expected to include representation from all political forces, military factions, and other groups affiliated with the coalition, based on an agreed political quota that takes into account a fair and appropriate percentage of women in the transitional power structures.
Nyala as the seat of government:
The government is likely to temporarily conduct its affairs from the city of Nyala, where the alliance was founded, until a permanent seat for the capital is agreed upon.
The “founding alliance” is moving toward forming a government parallel to the army-led government, which is based in Port Sudan. Earlier, agreement was reached on a 15-member “Presidential Council,” to be selected from different regions of Sudan, as a “symbol of voluntary unity, representing the highest sovereign authority in the government structures.”
The transitional constitution stipulated a two-stage transition period: a pre-transitional period, beginning when the constitution came into force and continuing until the end of the wars was declared, followed by a transitional period, beginning immediately after the official declaration of the end of the war and lasting for ten years.
The constitution required the transitional peace government to take the necessary steps to establish a unified, professional, and national army with a new military doctrine, consisting of the Rapid Support Forces (RSF) and the People’s Army (the army of the Sudan People’s Liberation Movement), and armed struggle movements that signed the Sudan Founding Charter, representing the nucleus of the new national army.
“TASIS” alliance coalition was formed in the Kenyan capital, Nairobi, on February 22, between the Rapid Support Forces, armed movements, political parties, and civil forces, most notably the Sudan People’s Liberation Movement led by Abdulaziz al-Hilu, whose forces control areas in South Kordofan and the Nuba Mountains, The Revolutionary Front includes a number of armed movements in Darfur, wings of the Umma and Democratic Unionist parties, and independent figures.
