Egypt’s alternative plan for Gaza aims to marginalize Hamas

Rhino: A draft plan for Gaza, prepared by Egypt to counter U.S. President Donald Trump’s proposal for a “Middle East Riviera,” aims to marginalize Hamas and replace it with temporary bodies controlled by Arab, Muslim and Western countries, according to a draft seen by Reuters.

The Egyptian vision for Gaza, due to be presented at an Arab League summit on Tuesday, does not specify whether the proposal would be implemented before or after any permanent peace agreement to end the war that erupted in the Strip after the October 7, 2023 attacks.

The Cairo plan does not address crucial issues such as who would foot the bill for Gaza’s reconstruction, nor does it outline any precise details on how the strip would be governed, nor how a powerful militant group such as Hamas would be removed.

Under the Egyptian plan, a “governance assistance mission” would replace the Hamas-run government in Gaza for an indefinite interim period and would be responsible for humanitarian aid and beginning the reconstruction of the war-ravaged strip.
