Hemedti issues exceptional orders to his forces to enhance the protection of civilians

KHARTOUM, Khartoum – Rapid Support Forces (RSF) Commander Mohamed Hamdan Daglo ‘Hemedti’ issued on Saturday an exceptional order directed to his forces – including the newly formed civilian protection force – that includes a number of commitments to enhance the protection of civilians and facilitate the delivery of humanitarian aid.
‘Hemedti’ said in a tweet on the “X” platform on Saturday that the exceptional order came based on the provisions of the RSF Law of 2017, and in fulfilment of his commitments in the Geneva negotiations, and previously in the “Jeddah Declaration” and the “Manama Agreement”, related to enhancing the protection of civilians and facilitating the delivery of humanitarian aid.
He added: ‘All commanders at all levels must abide by orders and implement instructions by following the organisational rules derived from the RSF Law, rules of engagement and rules of conduct during combat, in accordance with the law and the rules of international humanitarian law, which are the essence of discipline. Anyone who violates these orders will be subject to legal accountability.)
He added: ‘This exceptional order is in line with the outcomes of the Geneva negotiations with regard to enhancing the protection of civilians and facilitating the delivery of humanitarian aid, and is consistent with the routine administrative orders we issue every three months.
