Urgent Statement Addressed to the United Nations, the Human Rights Council, the African Union, IGAD, and International and Regional Organizations
Regarding Grave Violations in the Al-Mashrou’ Neighborhood (North of Um Al-Qura – Sudan)
The Al-Kanabi Conference Secretariat issues this urgent appeal to the international and regional community, in light of the dangerous and systematic escalation of human rights violations committed by the de facto authorities in Sudan against unarmed civilians, particularly in the Al-Mashrou’ neighborhood (Block 3) in the Bahri area of North Um Al-Qura.
What is happening in this area cannot be considered isolated incidents or individual abuses, but rather a pattern of grave and systematic violations that amount to crimes under international law, including forced displacement, destruction of civilian property, arbitrary detention, and enforced disappearance.
First: The Nature of the Ongoing Violations
Reliable field reports indicate the following: Forced displacement and demolition of homes: The systematic demolition of homes without any legal basis, prior notice, or compensation, resulting in the displacement of entire families and the deprivation of their fundamental right to housing and safety.
Arbitrary detention and enforced disappearance: Raids and arrests of civilians without judicial warrants, followed by their transfer to unknown locations, in flagrant violation of fair trial guarantees and legal protections.
Policies of collective intimidation: The use of security forces as a tool to subjugate the population and impose a coercive reality that undermines the social fabric and fundamental rights.
Second: Violations under International Law
These practices constitute a clear violation of a number of international conventions, including:
The International Covenant on Civil and Political Rights (Article 9) regarding the prohibition of arbitrary detention.
International humanitarian law, which prohibits the unlawful targeting of civilians or the destruction of their property.
The Guiding Principles on Internal Displacement, which prohibit the forced displacement of populations under any pretext.
Furthermore, if proven to be systematic in nature, these acts may amount to crimes against humanity under international criminal law.
Third: International and Regional Responsibility
The continuation of these violations without urgent intervention places a direct moral and legal responsibility on the international and regional community, including:
The United Nations and the Human Rights Council The African Union The Intergovernmental Authority on Development (IGAD) International and regional human rights organizations
Fourth: Urgent Demands
Based on the foregoing, the Al-Kanabi Conference Secretariat demands the following:
1. The opening of an urgent and independent international investigation into the violations committed in the Al-Mashrou’ neighborhood and the affected areas of Al-Kanabi. 2. An immediate halt to all forced displacement and home demolitions under any pretext. 3. The unconditional release of all detainees, disclosure of their places of detention, and assurance of their safety. 4. The dispatch of urgent international and regional fact-finding missions to document violations on the ground. 5. Holding those responsible and involved accountable and ensuring they do not escape punishment, including through international justice mechanisms.
Conclusion
The Al-Kanabi Conference emphasizes that what is happening in the Al-Mashrou’ neighborhood is not merely a local crisis, but a grave violation of human dignity and a direct threat to social peace and justice in Sudan. Accordingly, we call for urgent, decisive, and effective international and regional action to put an end to these violations, ensure the protection of civilians, and safeguard their inalienable rights.
